Key Responsibilities;
- As a member of the client’s Corporate Executive management team, the Chief Financial Officer participates in the management, planning, formulation and implementation of the client’s strategic initiatives, governance and policy development.
- Leads the Finance and Procurement Branch providing strategic direction in the provision of the client’s financial planning, financial management, financial accounting and procurement to deliver sustainable and destination-based outcomes and achieve the client’s business objectives.
- Accountable for the effective financial and operational performance of the Branch, including the management of staff, their mentoring and development.
- Manages and mitigates risk for the Branch, ensuring that legal and operational requirements are complied with and formulating and implementing controls for identified risks.
- Provides strategic advice to the Minister, Board and senior management on a range of matters relating to the Directorate responsibilities and provides input to strategic agency planning.
- Represents at executive level in external forums, working groups and committees and fosters strong and effective relationships and negotiates extensively within the client’s and with central agencies and private industry stakeholders to advance the client’s objectives and to achieve optimal outcomes.
- Is responsible for all external financial reporting requirements to meet statutory and compliance obligations including the preparation of the annual financial statements and Whole of Government reporting to the Department of Treasury.
- Leads the preparation of monthly managements reports (capital and operating) including related Board reports (CFO Report).
- Is responsible for system administration and development of the financial management information system, month-end and year-end processes and taxation obligations.
- Ensures accountability, accuracy and integrity of financial transactions within the general ledger and is responsible for ensuring the chart of accounts is relevant to the agency’s business needs.
- Ensures compliance with the Financial Management Act 2006, Treasurer’s Instructions and relevant regulations, and the Australian Accounting Standards.
- Develops new models and maintains existing models including the Activity Based Costing (ABC) and Visitation models.
- Provides CFO comments on Board and Committee papers and submissions to the Executive Director which have financial implications to highlight financial and business risks.
- Provides financial analysis to Directorates, as required, including the development of financial models to inform the preparation of Board papers relating to the setting of fees and charges.
- Provides input into relevant Ministerial matters including Contentious Issues Briefing Notes, Parliamentary Questions and Minister Briefing packages.
- Investigates and implements e-commerce solutions to financial processing to bring about productivity improvements.
- Leads the external State budget process including the setting of tariffs, fees and charges and preparation of budget submissions (including any related business cases and the annual Strategic Asset Plan).
- Prepares the Budget Papers including preparation of the Minister’s briefing pack and briefing the Minister on the Budget.
- Leads the development of, and tracking and reporting against, the annual internal operating and capital budgets including resource allocation
- Oversights procurement activities in accordance with the Western Australian Procurement Rules issued by the Department of Finance and policies.
- Maintains Project Management framework and tracks and coordinates reporting on project delivery across the client.
- Undertakes other duties as directed
Essential to be successful in this role:
- Demonstrated experience in the management of finance functions and associated key outputs including budget preparation within public sector financial reporting requirements including knowledge of, and experience in, contemporary financial accounting practices, systems and standards.
- Demonstrated experience in oversighting procurement in accordance with the Western Australian Procurement Rules and project delivery.
- Demonstrated problem solving and analytical skills, including computer literacy and advanced user skills in financial and analytical software.
- Demonstrated ability to build positive relationships with internal and external stakeholders including well developed written and oral communication skills, including effective management of finance, physical and human resources.
- Demonstrated organisational skills, including the ability to manage priorities and meet deadlines.
- Possession of a relevant accounting qualification and current membership of an appropriate professional accounting body. (CPA or CA)

- Must have a valid NPC or ability to obtain one
