Job description

Job Title: Project Officer
Employer: DFP Recruitment Client – Local Government
Position Type: 8 month Full Time Casual Temporary Contract – ASAP start!
Pay Rate: $48.88 per hour + Super
Location: Rockingham, WA 6168

Key Responsibilities;
 
  • Supervise the delivery of project works relative to Civil Infrastructure as identified through the various plans (i.e. Business Plan, Community Infrastructure Plan, Asset Management Plan)
  • Liaise with multi-disciplinary teams from various departments and external consultants
  • Review consultant specifications, drawings, contract documentation and communicate amendments
  • Ensure compliance with policies, procedures and local government tender regulations
  • Develop tender and contract documentation to ensure compliance with policies, procedures and local government tender regulations
  • Participate in review of tender/quote submissions and preparing tender/quote assessment reports
  • Create, review, monitor and implement stakeholder communication plans and strategies
  • Manage contractors and the delivery of various contracts of significant scope and complexity, ensuring the efficient and timely completion of each
  • Review budgets and recommend amendments for quarterly budget reviews
  • Manage the financial process for progress claims from contractors, consultants and suppliers
  • Undertake research, investigation and evaluation of new technology, products and services
  • Prepare resource quantities and estimates for all aspects linked to the delivery of civil related projects
  • Ensure project outcomes are achieved within budget by monitoring and amending project scopes, specifications and resources
  • Manage the supply of goods and services in accordance with the Procurement Policy and Procedures, ensuring best value for money and optimum quality standards are achieved
  • Monitor and report on project performance to the Supervisor Civil Projects
  • Assist in the review and update of formal processes and procedures relating to Civil projects
  • Provide advice on matters of complexity within the work area and/or discipline
  • Create, maintain and store project documentation in the records management system
  • Ensure all as-constructed records are sent to relevant stakeholders and recorded in the records management system
  • Assist in the review of policies and recommend changes as necessary
  • Assist in provision of information for Council agendas, monthly Council Bulletin and project status reports
  • Establish and maintain strong working relationships and deliver a high standard of customer service
  • Foster, advocate and implement the Customer Service Commitment
  • Through the delivery of outstanding service, establish a reputation of customer service excellence throughout the organisation
  • Maintain safe and compliant work practices in accordance with Work Health and Safety (WHS) legislation, Risk Management, Contract Management, Project Management, Procurement and Recordkeeping Frameworks and all other relevant Council policies and procedures
  • Identify and report on operational risk in accordance with the Risk Management Framework
  • Demonstrate a commitment to WHS and the assessment/management of safety risk that is consistent with the WHS Roles and Responsibilities Framework
  
 
Essential to be successful in this role:  
  • Well-developed administrative and practical experience in civil construction
  • Demonstrated experience in managing contractors
  • Experience with financial management of multi-disciplinary projects covering budgeting, cost control and reporting requirements
  • Experience in the production of high quality tender documents such as project scopes, specifications, contracts and estimates
  • Strong written and interpersonal skills, particularly verbal communication
  • Strong consultation and negotiation skills with the ability to engage an array of stakeholders
  • Competent in implementation of and reviewing Work Health and Safety practices and documentation
  • Current ‘C’ class Australian driver’s licence
  • Degree / Diploma or trade qualification relevant to the position or project management
  • Current valid NPC or ability to obtain one
