Our client is seeking an experienced Manager (Accounting and Financial Analysis) for an initial 3-month contract with possible 3-month extension while they recruit for the permanent position.
Their ideal candidate will possess strong excel skills (budget forecasting and modelling), strong budgeting skills and good people/stakeholder management.
Rate: $60-90 per hour plus Super (candidates will be submitted at rate of their choosing based on their relevant experience and expectations)
Duration: 3-month contract with possible 3-month extension
Location: Fremantle, WA
Type: Temporary casual contrcact (no leave entitlements – casual loading included in rate)
Role Statement
This position is responsible for leading and managing the Accounting, Budgeting and Financial Analysis functions for the Contracting Directorate, ensuring the timely and efficient delivery of Strategic Budgeting and Financial Analysis services to the Directorate.
The role provides advice and Reports that contribute to the overall Financial Management of the Directorate and develops the overall Budget and assists the Assistant Director with appropriate Budget Management strategies. The position manages the provision of financial analysis to enable business decision making on value for money outcomes and Investment Proposals within the Directorate.
Position Duties and Responsibilities
Leadership and Management
1. Leads and manages the Accounting, Budgeting, and Financial Analysis Team, ensuring the Contracting Directorate is well-informed for sound business decisions.
2. Builds relationships and collaborates with key stakeholders to deliver relevant information.
3. Provides effective leadership, fostering a culture of collaboration, customer service, and performance.
Accounting and Budget Management
1. Prepares the Directorate’s overall budget and advises the Assistant Director on budget management strategies.
2. Manages investigations and analysis of complex financial issues, identifying solutions and improvement opportunities.
3. Provides high-level financial advice to Senior Management, producing robust data and analysis for evidence-based decisions.
4. Promotes continuous improvement by regularly reviewing business processes to enhance efficiency while maintaining internal controls.
Financial Analysis and Reporting
1. Oversees the Directorate’s Financial Analysis and Reporting framework.
2. Provides strategic and tactical support for the Directorate’s budgeting processes, including coordinating monthly management reports.
3. Manages KPI data collection and analysis to meet performance reporting requirements.
4. Identifies and quantifies material financial issues, recommending appropriate actions.
5. Offers complex data analysis and strategic advice to internal stakeholders regarding external organizations.
Relationship Management
1. Shares information and reports with key stakeholders to inform on the organization’s financial performance.
2. Builds and maintains effective relationships with Directorate and Departmental Managers, Corporate Support areas, and external stakeholders to improve operations and reporting.
3. Advises the Contracting Directorate Leadership Team on key financial performance reports.
Other
1. Prepares submissions, including responses to Parliamentary Questions and Ministerial responses.
Essential Requirements (Selection Criteria)
1. Substantial experience in Financial Management, Business Intelligence and Performance reporting, including experience in the development of Financial Models, Budgets and Management Reports using large, integrated computerised systems in a complex organisational environment.
2. Demonstrated ability to analyse and interpret information for the provision of advice and Reports that contribute to the overall strategic management of an organisation.
3. Demonstrated ability to lead and manage people that promotes an effective Team working environment, with the ability to build a culture of performance within an environment of change.
4. Highly developed communication, interpersonal and negotiation skills, and the ability to manage key business relationships and provide compliance and robust advice on complex financial issues.
Desirable Requirements (Selection Criteria)
1. Degree qualification in Accounting or relevant experience in the discipline.
2. Full membership of a Professional Accounting body.
