Job Title: Director Corporate Services
Employer: DFP Recruitment Client – State Government
Position Type: 6 month Full Time Casual Temporary Contract – ASAP start! (Potential for extension)
Pay Rate: $93-100 per hour + Super
Location: Fremantle, WA 6160
Role Overview: As part of the client's Executive Management Team, this role leads the Corporate Services branch, overseeing financial and operational performance, policy development, and major projects. It provides strategic advice to senior management and the Board, ensures effective corporate governance, and fosters partnerships to support the client’s objectives and compliance.

Key Responsibilities; 

  • As a member of the clients Executive Management Team, participate in the strategic management, planning, formulation and implementation of corporate goals and policy development.
  • Leads and manages the Corporate Services branch to support the delivery of the clients statutory role and functions, business objectives and priorities and is accountable for the financial and operational performance of the branch.
  • Provides advice to the Executive Director, Director General, Minister, Board and senior management including the preparation and presentation of Board reports and papers.
  • Provides leadership and strategic direction and advice regarding the formulation and delivery of specific strategic policy initiatives.
  • Accountable for the effective financial and operational performance of the Corporate Services division.
  • Oversees the research, analysis and delivery of new policy and significant project proposals across the Corporate Services directorate.
  • Promotes a coordinated approach to the development and implementation of policies and strategies.
  • Provides direction and management in the development, alignment, integration and delivery of corporate support in the Corporate Services branch.
  • Ensure that system design, workflow and the allocation of responsibilities within the Corporate Support branch optimise services provided to the client Board, Executive Director and Corporate Executive.
  • Provides guidance and support as required for the provision of secretariat services, workforce development, planning and training, policy development, information services, procurement, strategic planning, legislation and facilities management.
  • Oversees and champions the maintenance of governance frameworks and operational processes for Risk Management, Business Continuity and Occupational Health & Safety.
  • Ensures that key corporate planning documents are current and that outcomes against the plans are monitored and reported upon at agreed frequency.
  • Establishes and maintain partnerships with key stakeholders within DBCA regarding policy and opportunities for joint initiatives.
  • Identifies areas of priority, and provides high level advice, on strategic responses to emerging issues, trends and opportunities impacting on clients performance and corporate obligations.
  • Provides oversight in the development of the client budget including the capital program and ensure forward resource planning is effectively represented to the Department of Treasury and Department of Finance.
  • Provides strategic oversight on financial modelling and investment strategies.
  • Provides strategic oversight of the contemporary financial policy settings and processes to influence the direction and support the clients outcomes.
  • Oversees the provision of financial and management reports for the Board and ensure reports are complete and fairly present the operations of the agency.
  • Provide strategic direction in the development, alignment, integration and delivery of strategic corporate services in the Information Technology Division.
  • Provide strategic direction and oversee the provision of Information Technology implementation of programs and initiatives to support the objectives of the client.
  • Establish and maintain partnerships with key stakeholders within DBCA and externally regarding the provision of support services to the RIA and develop and manage Service Level Agreements.
  • Identify areas of priority and provide high level advice on strategic responses to emerging issues, trends and opportunities impacting on the clients performance and corporate obligations.
  • Undertakes other duties as directed.


Essential to be successful in this role:  

  • Experience in the provision of leadership and delivery of organisational outcomes within a Human Resources, Information Technology and Financial management.
  • Experience in the provision of leadership and delivery of organisational outcomes within corporate support services, including, Risk Management, OSH, Corporate Policy Management, Information Management, Planning & Legislation and Facilities management.
  • Substantial experience in the development and implementation of efficient and effective governance frameworks and business procedures to ensure the achievement of strategic outcomes and legislative compliance.
  • Demonstrated ability to build productive relationships, within and outside the department, and a strong record of delivering intended results through effective teamwork, resource allocation and project management.
  • Highly developed level of written and verbal communication skills including ability to adapt style and message to accord with the audience
  • Current valid NPC or ability to obtain one
Desirable
  • Relevant tertiary qualification in finance, commerce, business or equivalent.
