Key Responsibilities;
- Spend analysis and tracking of spend against allocated budgets.
- Ensure compliance with procurement, purchasing, contract administration, and records management activities.
- Oversee and provide support and direction to project teams when undertaking procurement, contract management and other contract related activities.
- Liaise with stakeholders to resolve complex contractual disputes.
- Involvement in the procurement process for a wide range of contracts, involvement includes procurement planning, tender specification development, drafting Request for Tender/Quote documents in consultation with key stakeholders.
- Manage the project management requirements of procurement processes including liaising with subject matter experts to develop scope, requirements and write request for tender/quote documentation.
- Apply expertise and initiative research experience and identify opportunities for developing innovative and cost-effective outcomes for services and consultancy contracts to meet DGov’s needs.
- Apply conceptual and analytical skills, including the ability to provide innovative solutions to complex procurement problems.
Essential to be successful in this role:
- Minimum of five years’ experience in ICT procurement and contract management.
- Experience working within a complex contracts and procurement environment and within government supply framework (or equivalent) and a strong understanding of the policy and legislative frameworks which apply to these.
- High level of experience in complex, high-risk ICT procurement and contract management.
- Experience in development in ICT contract specifications and requirements.
- Knowledge and understanding of the Western Australian Procurement Rules.
- Experience and understanding in the Government Request Conditions and General Conditions of Contract.
- Negotiation and delivery management skills with the ability to communicate with and deliver quality and timely outcomes to key stakeholders.
- Conceptual, analytical and problem-solving skills.
- Manage competing priorities and reprioritise work to reflect high value tasks.
- Work proactively and independently, in addition to being effective in a team environment.
- Experience with Content Manager (TRIM) records management, Microsoft Dynamics, Power BI and Sharepoint is desired.
- Current valid NPC or ability to obtain one
- Demonstrate commitment to public sector professionalism, ethics and probity.
