Key Responsibilities;
- To manage the day-to-day activities of the Town’s Ranger, Community Safety Services, and building and development compliance services to ensure compliance and conformity with Acts, Regulations, Local Laws and policies.
- Coordinate and set daily priorities, programming routine enforcement activities and managing reports and complaints submitted by staff and the general public, ensuring complaints are investigated and resolved in an efficient and effective manner.
- Establish and maintain cooperative working arrangements between Town and its stakeholders involved in end-to-end construction activities to ensure public safety, protect environmental and public infrastructure, and minimise community disturbance.
- Coordinate and review the conduct of thorough investigations and reporting on alleged breaches of relevant legislation, local laws and policies administered by local government, assisting and mentoring officers in the investigation of sensitive, difficult, and/or complex issues and complaints.
- Liaise effectively with relevant court, tribunal, and/or legal counsel where appropriate.
- Ensure that educational and promotional programs are coordinated and investigate and report community safety and security issues.
- Understand, interpret, administer, and comply with relevant legislation and Council policies applicable to the functional area, providing Council and the public with accurate, fair and equitable decision making and advice on local law enforcement matters.
- Develop an operational performance system inclusive of the monitoring of workflows and generate statistical reports on activities for a high standard of reporting to internal and external clients relevant to the function.
- In all actions, be accountable and employ ethical decision making and good governance in line with Town of Cambridge Code of Conduct, values, policies, procedures, and broader aspirations.
- Be engaged in sustainability initiatives and proactively suggest ways to improve recycling, energy and water consumption in Town operations and how Cambridge can maintain its natural environment in line with Town policy and the Strategic Community Plan.
- Take reasonable care to ensure your own safety and health and that of others, comply with instructions given for the safety of yourself and others and co-operate with management in its fulfilment of its legislative obligations, in line with Town policy
Essential to be successful in this role:
- Demonstrated experience in the interpretation and administration of statutes, associated regulations, local laws, and policies relevant to the Rangers, Community Safety, and building and development compliance functions.
- Ability to direct and develop a team to achieve measurable high-level customer service and performance outcomes.
- Strong conceptual thinking, problem solving and negotiation skills to liaise with a range of stakeholder including the public, complainants, and developers to deliver compliant and sustainable outcomes.
- Demonstrated ability to personally manage complex investigations through the application of knowledge of legislation and Local Government policy, the prosecution and court process and evidentiary requirements.
- Demonstrated working knowledge of local government responsibilities as they relate to Ranger services and parking enforcement, community safety, building and local law compliance.
- Suitable qualification at least at Diploma level in municipal law, regulatory enforcement, or other relevant field, or equivalent experience is essential.
- WA 'C' Class Driver's Licence and current National Police Certificate are essential. 8. Basic traffic management certificate and Emergency Management training are highly desirable.
- Current valid NPC or ability to obtain
